House Transportation and Infrastructure Committee Chairman Bill Shuster, R-Pa., and Rep. Bob Gibbs, R-Ohio, the committee's Water Resources and Environment Subcommittee chairman, introduced legislation Monday to stop EPA from finalizing the clean water rule.
