State: 'Law Creates More Confusion'

The state of Pennsylvania is asking EPA to withdraw a proposed rule on the "waters of the U.S.," saying states are better equipped to regulate streams within their borders.
The Pennsylvania Department of Environmental Protection has asked the federal EPA to withdraw the proposed Clean Water Act rule and wait for completion of connectivity science work.
