By the Numbers, the Latest Payment Plan

Well, the nuts and bolts were finally revealed Tuesday afternoon on payment-limit reforms proposed by the House Agriculture Committee. The numbers go like this:

The current adjusted gross income of $2.5 million for payment eligibility with an exemption for farmers who earn 75 percent of their income from farming would be changed to a maximum AGI of $1 million hard cap.

Farmers with adjusted gross incomes between $500,000 and $1 million would be allowed to continue receiving payments if they receive 67 percent of their income from agriculture and/or agriculture-related investments.

So that's the income proposal. Now on to payment limits themselves.

The $360,000 payment cap with up to three business entities to collect payments would go away.

The payment limit, which would require direct attribution, would be capped at $60,000 for direct payments and $65,000 for counter-cyclical payments, for a total of $125,000.

Marketing loans would change in several ways. There would be no limit in loan-deficiency payments for producers so commodity certificates would go away. The mindset is that if the marketing dynamics have changed --- in other words if most commodity prices remain high --- then the only commodity likely to continue needing LDPs would be cotton.

Another big change that has been talked about earlier is that the caps on AGI eligibility would apply to both commodity programs and conservation programs. That would affect producers who may not receive commodity programs now, but are enrolled in conservation programs.
