The fate of farm policy, tax policy, federal program cuts and trade hang in the balance during the next month as Congress tries finding common ground on myriad expensive challenges.

The period between an election and the new Congress or administration is generally described as a lame duck. But over the past generation, lawmakers have increasingly shoved off their most important decisions to that small window. This time, trillions of dollars are at stake, regardless of who occupies the White House in January—incumbent President Barack Obama or Mitt Romney.
