Moderate to heavy snow and strong winds are in store for the southwest Plains and Texas Panhandle Monday, causing transportation delays and livestock stress. We'll also see moderate to locally heavy rain in the southeast Plains through the Delta and Deep South. Dry conditions will cover the rest of the primary U.S. and Canadian Prairie crop regions. This storm will provide some moisture for dry areas of the Plains wheat country, but does not end drought, which has gone on for over two years. We also see very little moisture in the western Midwest going into the end of February.
