Editors' note: DTN reporters this summer examined how farmers and states are managing groundwater resources from the Ogallala aquifer. The series reports on challenges in Texas, Kansas and Nebraska, as well as how the irrigation business is expanding. The series runs into next week.

COLBY, Kan. (DTN) -- Kansas Gov. Sam Brownback gave Gary Harshberger a map of the Ogallala aquifer three years ago and demanded, "Figure this thing out."

The governor asked Harshberger, a southwest Kansas farmer, to chair a committee that would find ways to preserve the irrigation economy in western Kansas.
