While I'm pleased to learn that the House has passed the Agricultural Act of 2014, the turtle-like speed of the process makes it tough to gush. The painfully slow formation of this would-be farm bill makes granite and marble look like instant pudding.

If the Senate follows suit early next week as most insiders and pundits predict, it will finally mark the agonizing completion of a legislative update once thought to be fairly routine. Rome may have not been built in a day, but most historians would agree that the extended construction permit was at least worth the wait.
