U.S.-Mexico Drilling Pact Close to Congressional Approval

The Senate this week approved its version of a bill to implement the U.S.-Mexico Transboundary Hydrocarbons Agreement. The House passed a bill in June that, unlike the Senate version, provides companies operating under the pact with waivers from a disclosure mandate in the 2010 Dodd-Frank financial law.
