OUTSIDE MARKETS

The TSX is trading flat, down 13.06 points to 12,811.57. The Bank of Canada's announcement today suggested that the strength of the Canadian economy has been over-estimated by the BOC, and suggested that the move to higher interest rates will be delayed longer than expected. The Central Bank's rate of 1% interest was left unchanged. The IMF also forecast global growth to contract to 3.5% in 2013, down from the 3.6% estimate in October.
