KISSIMMEE, Fla. (DTN) -- Garry Niemeyer was walking into a press event at Commodity Classic on Thursday when he got an email about another optimistic piece of legislation introduced in the U.S. Senate to fix the nation's locks and dams.

Sen. Bob Casey, D-Penn., announced Thursday a new bill to deal with locks and dams with cosponsors Sens. Amy Klobuchar, D-Minn., and Mary Landrieu, D-La., the Reinvesting in Vital Economic Rivers and Waterways Act, or the RIVER Act.
