Ron Brooks knew his winter wheat and alfalfa crops were in trouble. This past winter's combination of rain, ice and snow -- not necessarily in that order, and not just one occurrence of each -- had hammered the two crops hard.

"We were hoping for the best, but we knew it was coming," says Brooks, who farms outside Waupaca, Wis., not too far west of Green Bay.
