Conspiracy theorist? I've been called that more times than I can remember in regard to my thoughts on all things USDA. Maybe it's an accurate title. Or maybe I just don't mind questioning the absurd. In that vein, let's talk about the Sept. 30 Quarterly Stocks (and Small Grains Summary) reports.
