Sugar Program Costs Loom

NAPA, Calif. (DTN) -- With Mexican sugar exports to the United States surging, the U.S. government's goal of a no-cost sugar program is not feasible in the near future, but government officials and grower leaders said here last week that they are determined to operate the program at as low a cost to taxpayers as possible.
