OMAHA (DTN) -- The U.S. Environmental Protection Agency is trying to better define "waters of the U.S." when it comes to Clean Water Act enforcement. But one agriculture industry official said the agency has yet to improve the definition in a proposed rule.

EPA has started the rulemaking process, but the agency has not withdrawn a proposed guidance document designed to help EPA and U.S. Army Corps of Engineers to make Clean Water Act determinations.

Don Parrish, senior director of regulatory relations for the American Farm Bureau Federation, said EPA should withdraw the guidance document while involved in rulemaking.
