Biodiesel RIN Prices Flat in Anticipation of 2014 RVO

Biomass-based diesel D4 Renewable Identification Number prices are flat this week, holding to a tight range as the market awaits the 2014 Renewable Volume Obligation to be finalized by the Environmental Protection Agency.

"It's been trading in a tight range," one source said this morning, with 2013 D4 RINs trading in a 38 to 40 cents range since Monday.

"It's okay trading (volume) but no real movement," he continued. "There's no need to with no direction without EPA volumes."

The 2013 RVO is set at 1.28 billion gallons of qualified biomass-based diesel, with obligated parties needing 1.92 billion RINs to show compliance. The latest EPA data shows 1.8 billion D4 RINs generated during the first three quarters of the year, with trade sources saying the market is content that there would be enough D4 RINs to satisfy compliance requirements.

"Most biodiesel activity has screeched to a halt," commented Pete Moss, analyst for Frazier Barnes and Associates, in Memphis, Tenn.
